The challenge for London Borough of Haringey was to attract, recruit and retain talented people. This is crucial to the effective delivery of services to the local community and a key component of the Council’s economic development and diversity agendas. Haringey Council has to compete for skilled labour, for example in social care, regeneration and legal, which are scarce nationally and a particular challenge in London.
Since 2006, the Council’s permanent and temporary worker recruitment arrangements have been delivered largely through a managed service provider but in–line with the council’s agenda, the in-sourcing Cabinet made the decision to bring the permanent recruitment service in-house and appoint a new temporary agency worker supplier to deliver the service at a much lower cost.
Evolving Solutions were engaged by the council in early 2020 to join the senior operational and technology project teams to design and implement both the permanent recruitment in-sourcing project and the new temporary agency worker contract. The project scope is to deliver a market leading, innovative resourcing service which ensures the Council are able to attract talented people to key jobs using a range of emerging technology, sourcing methods, creating enhanced employer brand and launching specialist, targeted careers portals. The advanced solution will provide a joined-up resourcing service underpinned by market leading technology to create and deliver enhanced and long-term service efficiencies and deliver substantial cost savings.
The challenging project milestones are consistently achieved on-time and within budget; our effective communication strategy is ensuring buy-in to the project at all levels within the organisation and predicted cost savings targets and service outputs are on track to be measured and reported from July 2021.
