TfL is the lead authority on the re-procurement of a complex non-permanent labour contract with a value of £850,000,000 on behalf of several public bodies including the GLA, Met Police, Fire Brigade, City Hall, National Crime Agency, MOPAC and LLDG. The challenge is for TfL to create and design a robust contract which reflects and meets the needs of the individual service recipients, enabling them to procure an innovative managed service which meet the needs of today whilst incorporating emerging technology to ensure the contracts are future proofed.
Evolving Solutions were engaged in 2019 to join the senior operational and technology project teams to bring our extensive knowledge of the future recruitment models and ensure the opportunity this presents to the TfL, GLA, Met Police, Fire Brigade, City Hall, National Crime Agency, MOPAC and LLDG was fully captured. We were requested to carry out market engagement with both emerging and established technology businesses to understand the market and join regular customer focus groups with each of the service recipients to capture each of their challenges and service requirements. This ultimately enabled us to provide expert advice to aid the production of an innovative service and technology specification and pricing schedule.
The GLA retender contract was launched to the market via OJEU. With a contract value of £850,000,000, this will be one the larger non-permanent labour contracts released to the market. We are on track to commence the implementation program for each service recipient post award. Significant savings and service levels are set to be measured and reported from the go-live date for each service recipient and as a GLA collaboration.
