The Challenge:

ESPO is a public sector owned professional buying organisation, operating over 120 frameworks including the hugely successful MSTAR (Managed Services for Temporary Agency Workers) framework. The MSTAR framework, which enables authorities to procure and engage a wide range of contingent/temporary workers has over £1billion annual spend under management. The MSTAR framework, now in it’s third iteration was first launched in 2011. The MSTAR1 and MSTAR2 design and specification, spanning 8 years was broadly the same. However, over the past three years, the development and introduction of emerging technology has soared and is set to fundamentally change the contingent labour market. The challenge for ESPO was to create and design a robust specification for MSTAR3, which would enable organisations to procure innovative managed service models which meet the needs of today whilst incorporating emerging technology to ensure the contracts are future proofed.

The Solution:

Evolving Solutions were engaged based on our extensive knowledge of the future recruitment models and the opportunity this presents to the public sector. We were requested to carry out extensive research via market engagement with both emerging and established technology businesses in conjunction with forming and hosting regular public sector organisation focus groups to capture all challenges and service requirements. This ultimately enabled us to produce innovative service and technology specifications, pricing schedules and ITT documents for the National MSTAR3 framework. 

The Result:

ESPO successfully launched the national MSTAR3 framework in April 2019. A number of customers have already procured services via the framework with £150million annual spend under management.
